That is the lease holder! Who ever so conveniently just a couple months prior took out the maximum insurance possible against these buildings. People call him "Lucky Larry" ever since. In Vegas, you know what luck is if you already know how the game is going to be called? Cheating! And people die in dark alleys for it.
