8 ohm tweeter and passive crossover?

Your passives are not going to work if they were built for other than 8ohms.

If using the passive crossovers of a component set and replacing 4 ohm component tweeters with 8 ohm tweeters is the quote correct?

I think that quote is correct.

If an 8ohm tweeter is thrown into a passive x/o designed for 4ohm impedances, the x/o point will double.

I.E. - With a 4ohm tweeter the passive x/o point is at 2khz, but put in an 8ohm tweet and the x/o point will now be 4khz.

Reverse will happen if you go from 8 to 4ohms.
