Are you trying to send TO the UK? Unless you're rocking FTTP you aren't going to have very good speeds. And your speeds will be determined by your ISP, NIC, and how well your modem/router likes you.

What are some decent speeds ? The speed testing site allowed you to pick a destination Then it uploaded and downloaded to give me those numbers.

What is latency ?

Latency is another word for lag. It's the time it takes for any bit of information to get from your computer, to the server, back to your computer. A round trip of information. In short, it's how quickly you can get the other person to say "hello". Normally you will be under 100ms, but under 25ms is the sweet spot for speed.

When testing your own speed, you want to use the server that's closest to your location. That will give you the most realistic idea of what your ISP is putting out for you. For example; I'm in Tempe, AZ. There is a server a few towns over that gives me 85ms latency, 19.5mb/s Down, and 3.4mb/s up. But if I were to pick a server that was in the UK or someplace really far away, I might only pull 3mb/s down, 500kb/s up.

NP. Main reason for slower speeds when going over long distances is because the signal suffers from attenuation when going through the copper cable. Fiber is the response to that and can hold a strong signal for a much longer distance. But it's still growing so many areas don't have it sadly.
