Yeah those are not good. They don't add extra "click's" so to speak. It's the opposite. It's mechanical action inside is extremely slow. The outer ring flicks a paddle which then hits the "button" on the board. So you have actually flicked it a couple times more than you notice because it's so slow to react that after you stop turning it's still catching up.
Although not rotary, I like these now...

The elm bt obdII we received with our most recent purchases is actually one of the better clones. It's a mini that still reads all the basic codes and connects every time. My first one came with a hardwired reader with a built in Y. That one actually works for my Nissan software and is excellent.
You should try it on another car. That would be very important information if it's actually throwing codes.
