Took it out of the fuse holder and checked it. Definitely burned out. Off to replace tomorrow!

My original question was an attempt to verify the state of the fuse in question. I updated it once I felt I had determined the answer.

The fuse pictured was definitely blown. I replaced it and got main positive power back. I'm still hurting, however, because my REM power wire is dead. I'll be needing to check fuses with the multimeter from the fuse box to see what else may have blown.
