Help with car pc display

Hey, just wondering if someone can help with some questions about the display for my car pc.

I've been looking for a while and the only displays I can find which fit the criteria I'm looking for are ultrabook displays and high end tablet displays. I'm just wondering where or how I can hook these ribbon cables up to a normal video input. Running a small Windows 10 custom built PC.

I really want the Microsoft surface Pro 4 display, 12.3" which is the perfect size, 2736 x 1824 resolution and capacitive touch for $150. I just need help finding a LCD touch panel controller that is compatible. Is it even possible? Are there other options for me?
