If the port is also used for communication, you are limited to 0.5A (at least for USB 2.0 spec). I'm sure you could get in there and tinker around with the wiring to physically enable more current flow, but it would be ill advised.
one last try is a new shorter 1.5 ft and thick cable. Some cables are too thin inside or drops too much voltage on a long run. Alternative is the power adapter that plugs into the cig/DC port.
