I've done some surround repairs before. Best stuff I've found is rubberized CA glue.

I know hobbyists who use this to actually construct hybrid RC car tires. They cut two different rubber tires in half and glue them together to take advantage of each one's strengths on the RC race track. It holds very well, stronger than the original rubber when done right and remains flexible for the life of the repair.

It's black so the repair won't be as pretty but it'll hold. Be sure to clean the tear very well with alcohol to ensure the best grip, and remember to use just enough for the repair to be solid and leakproof. This stuff isn't bathroom caulk.
