Most of the subs that live to catch dust in my attic have a somewhat high Fs.Back in the day ,I was not aware of this measurement and it's importance,so why does it seem, a lot of sub manufactures don't care to produce one that plays low?

A low Fs isn't the only thing that determines whether or not a subwoofer will play low.

It really depends on what your goals are. If you can afford a huge enclosure, going with a Maelstrom-X will give you your low Fs (17 Hz) and enough output to make anyone happy.
