I plan to make these from a plastic as water tends to get to this area, so I'll make an open bottomed "enclosure" so I can prevent this as much as possible. My question is this:
Can I use HDPE instead of ABS plastic? The HDPE is much cheaper, and it may even be audially deader than ABS. I just don't know how rigid HDPE sheeting is. I'll be using 3/8" thick material for this.

For your open bottomed enclosure use the tupperware method, do a search I just posted a thread about it about 2 weeks ago.

I have tons of plexiglass if you need it, you pay shipping, and its yours

I am doing the Tupperware method, it'll work great in this car. The HDPE I can get for free from work, and it seems very rigid, I was just wondering if anyone had worked with it vs. the ABS plastics. I've worked with ABS, and it worked very well as trim plates, etc. The maintenance guy that's getting me the stuff says he thinks I could easily router the stuff and countersink everything, which I may do just to make it purty.
