shipping internationaly

So I sold a black panny that worked when it left my house and when it arrived in Canada it seems to be no longer working. I bought 500 insurance on it my post office says the claim has to be started in Canada and his post office says it has to be started with me. So any suggestions on how to go about this?

Thanks I went to my place they said he has to go to his place and his place said I have to go to my place from now on no more international shipping
